Overview

Procurement of regenerated mineral insulating oil, including on-site regeneration, on-site drying of transformer windings using low-frequency heating, and purification services over a 36-month period on an as-needed basis. Suitable bidders are oil/transformer maintenance and oil-processing suppliers with on-site capabilities, HV equipment experience, and compliance with South African procurement regulations.

Requirements

• Registration on the National Treasury Central Supplier Database (CSD) with a valid supplier number; provide the CSD MA AA number.
• Tax Compliance Status PIN or Tax Clearance Certificate (SARS).
• Declaration of Municipal Fees or approved debt arrangement if applicable.
• Declaration of Occupational Health and Safety Act compliance and a health and safety plan if required.
• Returnable documents: Authority of Signatory; Official Tender Form; MBD 4, 5 (if applicable), 6.1, 8, 9; Joint Venture agreements if applicable.
• Evidence of manufacturer/distributor arrangements or JV with manufacturer/agent; plant/equipment ownership and calibration certificates.
• Functionality threshold: minimum 70 points, assessed on tenderer’s experience, key staff, and approach/methodology (including onsite oil regeneration, vacuum treatment, and low-frequency heating).
• Delivery to eThekwini HV Substations or on-site within the municipality; adherence to delivery timelines after order.
• Acceptance of contract terms and quality/price evaluation as per SCT, with 80/20 price-preference system.
