Overview

The contract is for the supply and delivery of a road block mini bus with software and maintenance for traffic services (including ANPR, branding and back-office integration). Eligible bidders include vehicle suppliers with traffic-management system capabilities, must be registered on the National Central Supplier Database, and must meet local-content and tax-compliance requirements. The bid is open to qualified service providers in Flagstaff, Ingquza Hill LM, with submission by 25 June 2026.

Requirements

• Mandatory documents: Valid CSD registration, completed and signed declarations (MBD1-9), SARS TCS PIN, proof that no undisputed municipal accounts are overdue, 100% local content where applicable, Local Content Annexures C, D & E.
• Compliance and registrations: Tax clearance (TCS PIN or certificate), CSD number for the supplier or each consortium party, and, if foreign, pre-award questionnaire.
• Technical/commercial criteria: Minimum vehicle specs (brand-new 1x mini bus, diesel, automatic, 3-front-seat config, ABS, immobilizer, branding with municipal logo), and a Traffic Management System with ANPR capabilities and back-office integration; warranty of 3 years/100,000 km plus 9 services at 90,000 km.
• Evaluation: Functionality 100 points (Company Experience 30; Capability/Expertise 70). Preference points for specific goals (Women-owned, Youth-owned, PWD-owned, Black-owned) and price under 80/20 or 90/10 systems as applicable.
• Local content: Declare LC per SATS 1286; indicate imported vs local content with SARB exchange rates if needed.
• Other: Adherence to SCM policies; no state-facility conflicts of interest; strict delivery and performance requirements with penalties for late delivery.
