• Submission method: hand-deliver sealed bid to IHLM Tender Box, 135 Main Street, Flagstaff. Endorse envelope with IHLM/52/2026-27/COMM.
• Documents to submit (as per tender): MBD1-9, Pricing Schedule (MBD3.1), Tax Clearance (MBD2), Local Content declarations (Annex C–E), CSD proof, and evidence for specific goals.
• Registrations: Tax compliance (TCS/PIN) and CSD; foreign bidders answer Part B3.
