Overview

Supply and delivery of switch disconnectors and selector switches to Lethabo Power Station for a five-year, as-needed basis. Suitable bidders are electrical switchgear suppliers with a valid electrical contractor registration, strong OHS compliance, and ability to meet Eskom’s SDL&I and BBBEE/local content requirements (see attached documents for details).

Requirements

• Mandatory technical gatekeeper: Proof of registration as an Electrical Contractor (DOL) and compliance with OHS Act/regulations.
• Complete Schedule A & B for Switch Disconnectors and Selector Switches; provide OEM datasheets, including replacements for any discontinued/obsolete items; include part numbers, ratings, and lead times.
• Submit OHS documentation: Annexure B acknowledgement, OHS policy, baseline risk assessment, and costs for OHS management; include CVs/qualifications for relevant personnel (Annexure C1).
• BBBEE and local content: Valid BBBEE certificate or sworn affidavit (depending on category); plan to improve/migrate BBBEE level per SDL&I guidance; local procurement content target (100%) with price breakdown.
• SDL&I commitments: 1% contract retention for SDL&I obligations; quarterly compliance reports; SDL&I Implementation Schedule due within 28 days of award; efforts to subcontract to designated 51% Black-Owned entities with evidence (subcontract agreements or letters of intent).
• Technical evaluation threshold: Must achieve at least 75% in Qualitative Criteria after meeting Mandatory Criteria (see Tender Technical Evaluation Strategy).
• Environmental/OHS and other cross-cutting requirements: Follow Environmental Spill Pollution Management Procedure and Eskom OHS high-risk activity requirements; provide related procedures, trainings, and safety compliance documents.
• Documentation/returnables: All required forms and schedules (including Schedule B data, costings, and references) must be submitted; include references to recent POs for similar work.
