Overview

Procurement of supply and delivery of toners and cartridges for Johannesburg Water. The RFQ covers HP Officejet and LaserJet toner cartridges and related consumables for multiple printer models, with a specific emphasis on SMMEs. The bidder pool includes 51% black-owned by Black People entities; samples are required and brand-name specifications are enforced (see attached RFQ document).

Requirements

• Quotations must be on company letterhead; include brand names where required; taxes included.
• Mandatory documents (compulsory):
  • Original Tax Clearance / SARS PIN
  • BBBEE certificate or sworn affidavit
  • Municipal rates/taxes statement not older than 90 days
  • MBD4 (Declaration of Interest), MBD8 (Declaration of SCM Practices), MBD9 (Independent Proposal Determination), MBD6.1 (Preference Points Form)
  • Proof of CSD registration / supplier number
  • Company registration documents with IDs of directors
• Additional conditions: no RFQ from state entities or blacklisted bidders; quotes must be PDF on letterhead; joint ventures must be properly signed.
• Specific-goals: SMME status requires 51%+ black ownership; the 80/20 PPPFA scoring applies (price 80, goals 20). Samples required.

How to Apply

• Submission deadline: 22 October 2026 at 12:00; briefing session on 15 October 2026 at 11:00 at 65 Ntemi Piliso Street, Turbine Hall, Newtown (briefing details available in the RFQ).
• Submission method: via the E-tender Portal (etenders.gov.za). Steps include logging in with CSD credentials, selecting the Johannesburg Water profile, checking the submission checklist, and uploading compulsory documents.
• Documents to complete/submit: as above (MBD forms, BBBEE, tax clearance, CSD registration, company docs, lease or municipal account, etc.). Documentation should be in PDF format and submitted on company letterhead.
• Pre-qualifications/registrations: Central Supplier Database (CSD) registration with supplier number; valid BBBEE documentation; tax clearance; municipal lease or account where applicable.
