Overview

Procurement of the supply and delivery of ultrasonic smart meters to Caledon Plant of Overberg Water on an as-and-when-required basis. Bidders should be Professional Service Providers with capabilities in bulk water metering, AMI/AMR readiness (NFC, NB-IoT, LoRa, Sigfox, wMBUS), and relevant certifications (BBBEE, SANAS, CSD/tax compliance). Proposals must meet SABS/South African regulatory standards and local content requirements.

Requirements

• Valid BBBEE verification (SANAS) or sworn affidavit for EMEs; ensure local content compliance.
• Registration on the Central Supplier Database (CSD) and SARS tax clearance/status (PIN) submission.
• Complete and submit mandatory SBD returnables: SBD1, SBD3.2 (Pricing), SBD4 (Declaration of Interest), SBD6.1 (Preference Points), plus pricing schedules and local content annexures.
• COIDA certificate; where applicable, local content exemption letters.
• Technical datasheets and brochures for all items; ensure compliance with Phase 3 technical specs (AMI/AMR readiness, radio interfaces, data logging, IP68, PN16, etc.).
• Bid pricing must cover all listed items; price must exclude VAT; acceptable to include a 10% contingency and VAT calculation.
• Service delivery within 90 days of PO; bid validity for 120 days.
• No advance payments; full compliance with PPPFA/GCC and applicable laws.
• Queries shall be directed in writing to the specified contacts; misrepresentation or non-compliance leads to disqualification.

• Obtain the RFP OW-020/2026/27 documents from the e-Tender Portal or Overberg Water website (RFP OW-020/2026/27).
• Mandatory briefing: 13 October 2026 at 12:00, Overberg Water Ruensveld-East Water Treatment Plant (Swellendam Area) (see RFP OW-020/2026/27).
• Submit one original bid in a sealed envelope clearly marked with the RFP title to Overberg Water Corporate Office, Trident Park, 1 Niblick Way, Somerset West; ensure Lodging Sheet registration at submission (see RFP).
• Submission deadline: 20 October 2026, 12:00. No late submissions (see RFP). Telegraphic or email submissions are not accepted.
• Include: SBD1, SBD3.2, SBD4, SBD6.1; Pricing Schedule; Annexures on local content; COIDA; BBBEE documentation; CSD printout or PIN; tax status documents; copy of ID for signatory; CIPRO registration if applicable.
