Overview

Procurement of the supply and delivery of UPVC pipes, steel pipes and air valves to Overberg Water plants. This opportunity is open to Professional Service Providers capable of supplying these piping products and valves, with conformance to SABS/SANS, local content rules, BBBEE verification, tax clearance, and CSD registration.

Requirements

• Valid BBBEE verification certificate from SANAS (EMEs may Sworn Affidavit).
• Proof of CSD registration and Tax Compliance (PIN) where applicable.
• Compliance with PPPFA, PFMA, PFMA-related policies, and GCC; retention of 90-day PO delivery commitment.
• Mandatory returnable schedules: SBD1, SBD3.2 (Pricing), SBD4 (Declaration of Interest), SBD6.1 (Preference Points), SBD6.2 (Local Content).
• Local content obligations: designates minimum thresholds (e.g., 100% local content for certain steel/plastic components; 70% for valves) with supporting SATS 1286:2011 declarations.
• COIDA compliance (certificate or good standing).
• All items must meet latest SABS/SANS standards and be delivered to specified plants.
• Supplier due diligence and integrity checks may be conducted.

• Submission deadline: 14 July 2026 at 12:00. No late submissions. (see RFP OW-001/2026/27)
• Submission method: One original in a sealed envelope, delivered to Overberg Water Board’s Corporate Office, Trident Park, 1 Niblick Way, Somerset West; use the lodgment register at reception. Telegraphic or email submissions are not accepted.
• Documents to complete: Returnable Schedules 1–4 including SBD1, SBD3.2, SBD4, SBD6.1, SBD6.2 (see RFP OW-001/2026/27).
• Required registrations or pre-qualifications: CSD registration; SARS Tax Compliance PIN; COIDA (if applicable).
