SUPPLY AND DELIVERY OF VACUUM TANKERS TRUCKS, WATER TRUCKS AND ROLL BACK TRUCKS OVER A PERIOD OF THREE YEARS AS AND WHEN REQUIRED

Overview

Procurement of supply and delivery of vacuum tanker trucks, water trucks and roll back trucks over a three-year period as and when required. The Joe Gqabi District Municipality seeks one service provider to supply fully converted vehicles per the specifications, with on-call deliveries. Bidders should be qualified SA-based truck suppliers or conversion specialists with an established SA dealer network, certified coach builders, and compliance with safety, occupational health and safety, and procurement rules. The evaluation uses an 80/20 price-to-specific-goals approach, with a 120-day bid validity and potential award to more than one bidder.

Requirements

• CSD registration (must be registered) and tax compliance status (TCS/PIN or SARS clearance).
• Proof of RMI membership and coach builder registration (NRCS or equivalent) for returnable documents.
• Full technical specifications of the offered vehicle and complete conversion specifications (vacuum, water, roll-back, and optional crane); evidence of spare parts availability in SA.
• Demonstrated capacity with prior projects (capacity assessment) and ability to deliver within eight weeks after order; dealer network in SA; OEM parts readily available.
• Compliance with Occupational Health and Safety Act; insurance cover and requirement for performance security; adherence to 120-day bid validity.
• Locality and HDI/BBBEE criteria for secondary points (evidence for local address and ownership criteria).
• Bidding documents must be complete, signed, and submitted in original; price must consider CPI-based escalations and 12-month fixed rates.
