Overview

Procurement: supply and delivery of white road-marking paints and glass beads for City of Mbombela. Bidders should have capability in road-marking materials, logistics, and comply with South African SCM requirements (TCS/CSD, B-BBEE, municipal compliance).

Requirements

• Tax and supplier status: valid Tax Compliance Status (TCS) PIN or equivalent; where applicable for foreign bidders, complete pre-award questionnaire; CSD number if no TCS.
• Central Supplier Database: full CSD registration report not older than 30 days.
• Corporate documentation: proof of company registration; certified copies of directors’ IDs; company registration certificate.
• B-BBEE: verified certificate or sworn affidavit to claim points.
• Municipal compliance: current municipal rates and taxes statements for the business and for each active director (or proof of residence if under tribal authority); lease if premises are leased; addresses must align with CSD/company documents.
• Product and tenders: data sheet with product specifications and color photos; samples (original 5L) delivered to City Stores with a sample form; include delivery to the destination in bid price.
• General: certified copies not older than 3 months; no alterations to bid documents; adhere to the 80/20 Preferential Procurement weighting (80 price, 20 targeted goals).
• Deliverables and penalties: deliver within 14 days of award; if late, penalties apply (3% per day).

How to Apply

• Download bid documents from the City of Mbombela site and ETenders portal (free of charge) (see Advert).
• Submit completed bid documents in a sealed envelope in the tender box at the Mbombela Civic Centre, 1 Nel Street, Mbombela 1200, by 11:00 on 19 October 2026.
• Use the official forms (or online submission); pricing must be firm and include VAT; total price must appear on the form.
• Attach compulsory documents: TCS PIN or CSD, proof of company registration, certified director IDs, full CSD report, data sheet with specifications, B-BBEE certificate or sworn affidavit, municipal rates/taxes for company and directors, lease (if applicable).
• Briefing session: none. Samples must be provided as specified.
• Obtain bid documents from the City site or ETenders; no briefing and no post/fax submissions accepted.
