Overview

This RFQ invites bids to supply and install PH30 and PH120 cabling at Rand Water Rietvlei. Bidders should be CIDB-registered electrical contractors (minimum 3EB), with SAQCC Fire Certification for technicians and ECBSA registration, plus compliance with safety, tax, and procurement rules. Submissions are online via Rand Water Online Bids Application (see document 10419311...).

Requirements

• CIDB contractor grading of 3EB or higher (or able to achieve before evaluation).
• SAQCC Fire Certification for technicians; ECBSA registration for the company or a director.
• Completion of standard bid forms (Form of Offer and Acceptance, SBD 4, SBD 6.1) and compulsory enterprise questionnaire; CIDB pre-qualification.
• Non-state service eligibility: bidders must not be in the state service or have state-connected directors.
• Returnable documents including pricing schedule/BOQ, project programme, QA/ISO 9001 (or equivalent), and references for previous related works.
• BBBEE considerations (80/20 price/points system; specific goals table) and ability to provide proof of BBBEE status if claimed.
• Adhere to on-line submission and closing date; clarifications and addenda may be issued up to three days before closing.
• Site safety, health and environmental compliance as per contract, including safety plans and risk control.

• Submission method: online on Rand Water’s bidding portal (Rand Water Online Bids Application or https://bids.randwater.co.za/).
• Documents to submit: completed Form of Offer, pricing schedule/BoQ, SBD 4 and SBD 6.1, Enterprise Questionnaire, CIDB registration proof, BBBEE documentation or Sworn Affidavit, returnable schedules (T2.1–T2.2), project programme, and references; contract and agreement documents as per T2 schedules (see attached bid doc 10419311).
• Pre-qualifications/registrations: CIDB registration (3EB+), ECBSA, SAQCC Fire; tax clearance per statutory requirements; CIDB pre-qualification as applicable.
• Briefing: Non-compulsory (N/A).

• Addenda/clarifications: Rand Water may issue clarifications or extensions up to three days before closing (see doc 10419311).
• Evaluation: pre-qualification, functionality (minimum 70/100), price (80/20 BBBEE), and BBBEE points; final award not necessarily the lowest price.
