SUPPLY AND INSTALLATION OF SMART WATER AND ELECTRICITY METERS WITH A SOFTWARE SOLUTION (UTILITIES MANAGEMENT) ACROSS THE EIGHT PORTS

Overview

Supply and installation of smart water and electricity meters with a software solution (utilities management) across eight ports. This RFP from Transnet National Ports Authority targets contractors capable of delivering metering hardware installation and a central utility-management software integration, with CIDB 9CE and strict prequalification and professional-registration requirements.

Requirements

• CIDB grading of 9CE; CIDB registration or capability to register before evaluation; CIDB/SDG targets.
• Attendance at compulsory clarification meeting and provision of attendance certificate.
• Professional registrations: SACPCMP registrations for key personnel (Pr CPM, Pr CM, CHSM/CHSA, CHSO) and ECSA registration for Professional Engineering Technician (Civil).
• Tax clearance status (PIN or SARS arrangements); CSD registration; BBBEE verification (SANAS, CIPC certificate, or sworn affidavit).
• CIDB certificate in the correct grade; proof of registration on CSD; Workmen’s Compensation/Good Standing certificates; proof of professional registrations.
• Completion of Form of Offer and Bill of Quantities; returnable schedules; certification of returnable documents.
• Compliance with integrity, conflicts of interest, and due diligence requirements; not listed on tender defaulters/restricted lists.
• Functionality threshold of 60 points; price scoring (80/20 or 90/10) with preference points for BBBEE and supplier development.

How to Apply

• Briefing: compulsory clarification meeting on 07 August 2026 via Microsoft Teams (approx. 2 hours); attendance required; non-attendance disqualifies. Optional non-compulsory site visits on 11, 14, 17, 19 August with PPE rules in place.
• Submission: electronic submission via the Transnet e-Tender Portal (https://transnetetenders.azurewebsites.net); tenderers must register their profiles, log intent, and upload documents (max 30 MB per upload); avoid special characters in filenames; each tenderer must use its own profile.
• Documents to submit: Form of Offer; Bill of Quantities; returnable schedules; Tax Clearance (or CSD reference); CIDB certificate; CSD registration; WCA/Workmen’s Comp letter; proof of professional registrations; attendance certificate; BBBEE documentation; approach paper and other data requested in T2 schedules.
• Pre-qualifications: CIDB 9CE; valid professional registrations; project-team qualifications (as listed in CPM/CM, CHSO, ECSA roles).
