Overview

RFQ for the supply and installation of rubber speed humps and warning signs, including associated civil works, at IIinge township. Relevant bidders are accredited service providers in civil works, road safety devices, signage, and related installation with capacity to deliver within Queenstown (Komani) and B&T processes.

Requirements

• Copy of company registration (CK) and Central Supplier Database (CSD) number.
• SARS Tax Compliance Status (TCS) PIN or equivalent; submission of TCS certificate or proof.
• Certified copies of directors’ IDs (within 3 months validity).
• JV/consortium documentation if applicable.
• Comprehensive company profile showing prior relevant experience.
• All tender forms completed (Form of Offer, Declaration of Interest, etc.).
• Proof of municipal rates/service account not older than 3 months (or lease/SAPS letter).
• Compliance with SCM rules; no alterations in prices unless signed; no tipex.
• BBBEE certificate or sworn affidavit; proof of B-BBEE status.
• Local content declarations under SATS 1286:2011 (Annex C–E); auditable proof.
• Preference points: PPPFA 80/20 (Price 80, BBBEE 10, Specific Goals 10); Stage 2 minimum 60 points for functionality.
• Bidders must demonstrate capacity via letters of appointment/references; CVs for key personnel (supervisor with N6/Diploma in Civil Eng; 3+ years’ experience).
• Prices inclusive of VAT; prices must be firm for contract duration.

• Closing date/time: 11 August 2026 at 12:00; bids opened publicly (RFQ05/07/2026).
• Submission method: sealed envelope in the Bid Box at Budget and Treasury Office, 25-27 Owen Street, Queenstown; no electronic submissions.
• Documents to submit (attach with bid): MBD1, MBD4, MBD6.1 (Local Content), MBD8, MBD9, Form of Bid and acceptance; tax & registration documents; CSD PIN; BBBEE certificate; JV documentation if applicable (see attached forms).
• Registrations/pre-qualifications: SARS TCS pin; CSD registration; CK copy; municipal rates proof; SANAS/IRBA-compliant BBBEE verification where applicable.
• Briefing/site: No formal site inspection is planned.
• Where to obtain bid documents: SCM office at 25–27 Owen Street, Queenstown from 08:00–16:00 starting 05/08/2026; or download from the municipality website (www.enochmgijima.gov.za) (RFQ05/07/2026).
