Overview

Procurement of supply, delivery, and fitment of new agricultural and mechanical plant tyres and related services for the City of Cape Town. Suitable bidders include tyre dealers/service providers with Waste Management Bureau tyre dealer status, and those with capacity to service mechanical and agricultural plant fleets. Bidders must be on the City’s Supplier Database and the National Treasury CSD, and comply with the SCM Policy.

Requirements

• Compliance with SCM Policy and returnable documentation; complete tender details and signatures.
• Legislative: be registered as a Tyre Dealer with the Waste Management Bureau; provide the WMB number or certificate at closing (Schedule F.13A).
• Registrations: be registered on the City of Cape Town Supplier Database and on the National Treasury CSD; separate registrations for JV/consortium partners.
• Tax compliance: SARS tax-compliant status; provide Tax Compliance PIN; separate PINs for each JV party.
• Functionality: achieve a minimum of 30/50 points per category (A: Mechanical Plant, B: Agricultural); evidence required (Schedule F13B/C for category A and F13D/E for category B).
• Capacity evidence: documented proof of jobs per day and field service vehicles (Schedule F13B–F13E); RC1 vehicle documents or lease agreements as applicable.
• Health and safety: comply with Occupational Health and Safety Act; provide Health and Safety Plan if requested.
• Awards process: two categories (Category A and Category B); two tenderers per category (winner and alternative); possible single award if insufficient responsive bids.
• Site briefing: Clarification/briefing session on 29 October 2026 (not compulsory but strongly recommended).

• Closing date/time: 19 November 2026, 10:00 (Tender Document 097G/2026/27).
• Submission method: sealed tender box submission to Tender Box 223, Civic Centre, 12 Hertzog Boulevard, Cape Town; use envelope marked with Tender No. 097G/2026/27 and full description.

• Documents to submit: Form of Offer and Acceptance, completed returnable documents, Schedule F13 series (F13A–F13H) and other Returnable Schedules (as per Schedule F.13: Information to be provided with the Tender; Annexures F.13A–F.13H), evidence of WMB tyre dealer status, CSD and SARS documentation, and evidence of capacity (jobs per day and vehicles on the road).
