SUPPLY, DELIVERY AND INSTALLATION OF TOURISM INTERPRETIVE BOARDS ALONG TOURISM ROUTES IN BUFFALO CITY

Overview

Supply, delivery and installation of 55 tourism interpretive boards along Buffalo City’s tourism routes. Bidders should have proven capability in branding/signage design, fabrication and installation, including outdoor signage, with due regard to road-safety, municipal by-laws, environmental and heritage considerations, and relevant certifications.

Requirements

• Must be registered on the Central Supplier Database (CSD) with supplier number or provide a summary report.
• Complete MBD 4, 6.1, 7.1, 8, 9 and the Declaration of Bidder forms appended to the notice (NOTICE 16 OF 2026).
• Meet all compliance and mandatory requirements; submit proof of claims for specific goals as applicable.
• Provide proof of completion of at least two branding projects with a combined value of at least R350 000 (P.O./invoices not accepted as evidence).
• Graphic designer(s) with at least 3 years’ experience must attach detailed CVs.
• Provide proof that municipal accounts (company and directors) are not in arrears for more than 3 months (options: aged statements, debt clearance certificate, or lease confirmations).
• Prices must be VAT inclusive where applicable; quotations must be sealed, hard-copy submissions; emails are not accepted.
• Quotation validity: 90 days; BCMDA may request further information; no substitutions without written approval.
• Prototypes, production, installation, traffic management, health & safety, and warranty provisions are defined in the terms of reference (18-month warranty).

• Submission deadline: 09 November 2026 at 12:00.
• Submission method: hard-copy, sealed envelope deposited in the BCMDA Quotation Box at 69 Frere Road, Vincent, East London (corner Frere/Windsor; use Windsor Rd entrance).
• Documents to complete/submit: MBD 4, 6.1, 7.1, 8, 9 and Declaration of Bidder forms (as attached to the notice); include proof of CSD registration.
• Required registrations/pre-qualifications: CSD; tax clearance may be requested; debt-accounts confirmations as above.
• Briefing/clarity sessions: inception requirements are included in the Terms of Reference (inception meeting within five working days of appointment).
