Overview

Procurement of supply, delivery and offloading of 80-litre and 770-litre (4-wheeled) refuse containers for the City of Cape Town’s Waste Services, Open Tender for a 36-month contract. The SCM process intends to appoint two tenderers per item (winner and an alternative), with a site visit and potential alternative award if required.

Requirements

• Waste management accreditation under the City of Cape Town Integrated Waste Management bylaw; accreditation must be valid for the contract duration; provide proof (contact Waste.Accreditation).
• Manufacturer’s technical drawing (as per Schedule C.5) and Product Data Sheets; submit for Item 1 and Item 2; failure to submit renders tender non-responsive.
• Complete Technical Specification schedules C.5A (80 L) and C.5B (770 L) with page references; provide corresponding data sheets.
• SCM compliance documents: Details of Tenderer, Certificate of Authority for Partnerships/JVs/Consortiums, JV agreements (where applicable), Declarations of Interest and Conflicts, Certificate of Independent Bid Determination, Authorisation for Deduction of Outstanding Amounts.
• Tax compliance: SARS Tax Compliance Status PIN; separate PIN per JV; verify via CSD/e-Filing; provide proof if required.
• National Supplier Database (CSD) and City of Cape Town Supplier Database registrations; keep records updated.
• Health and Safety: comply with Occupational Health and Safety Act; provide a Health and Safety Plan if requested.
• Returnable documents: Form of Offer and Acceptance, Price Schedule, and other Annexures Returnable Documents as listed.
• Two-stage process not used; follow single-stage evaluation with potential two appointments per item.

Notes: Tender requires proof of accreditation and data sheets; price and preferences follow 80/20 rules with Specific Goals (e.g., SME development, enterprise supplier development). Site visit clarifications are strongly recommended.

How to Apply

• Submission deadline and briefing: Closing date 31 August 2026; closing time as per document (10:00). Site visit/clarification: 18 August 2026, 11:00 via MS Teams (not compulsory but recommended).
• Submission method: sealed envelope delivered to Tender Box 213, Civic Centre, 12 Hertzog Boulevard, Cape Town; oversized bids to be directed at public counter for alternate instructions.
• Documents to submit: completed Tender Document (Form of Offer and Acceptance), Price Schedule, Manufacturer’s Drawings, Product Data Sheets, Proof of accreditation, SARS Tax PIN, CSD/Supplier Database registrations, and all returnable documents (as per Schedule F and Annexures).
