Overview

Supply, delivery, installation and commissioning of Inductively Coupled Plasma-Optical Emission Spectroscopy (ICP-OES) for water, wastewater, soil/sludge, saline water and boiler water analysis. Magalies Water invites bids from suppliers capable of providing a turnkey ICP-OES solution, including installation, commissioning, training and after‑sales support, with OEM certification and proven ICP‑OES delivery capability. Target bidders include manufacturers or authorized distributors with strong technical and service commitments, capable of meeting stringent functional specs and regulatory requirements.

Requirements

• ICP‑OES system with OEM certificate or letter from the manufacturer confirming capabilities; full instrument features as specified (dual viewing, echelle spectrometer, 165–800 nm, 0.006 nm resolution, purge enclosure, computer-controlled viewing, stable wavelength, etc.).
• Complete installation, commissioning and on-site training; vendor to supply required facility work (e.g., fume hood); full spare parts and service support for at least 10 years; minimum 3‑year on-site warranty.
• Compulsory briefing attendance; submission of all mandatory documents (COIDA certificate, POPIA consent, SARS PIN/tax clearance, CSD number, signature on standard bidding forms).
• Minimum requirements for bidders and team: relevant NQF7+ qualifications for technical staff; OEM certificate/collective OEM certification for the JV if applicable; references from at least four ICP‑OES deployments; installation/completion letters.
• Compliance and eligibility: CSD registration, valid tax clearance or SARS PIN, absence from state service, and adherence to PFMA/PPP regulations; adherence to MW SLA terms if awarded.
• Evaluation thresholds: minimum 70% functionality; 30 points for MDL and technical capabilities, plus 20–30 points for experience and references; price (80) and specific goals (20) under 80/20 system ( Note: local and BBBEE considerations apply).
