Overview

Procurement of the Integrated Elections Management System (IEMS), hardware equipment and accessories, including supply, delivery, installation, testing, commissioning, support and maintenance, under a three-year framework contract. Open International Tender issued by IEBC; eligible bidders include IT systems integrators, hardware suppliers, software developers, maintenance and training providers. Closing date: 1 September 2026 10:00 EAT. A pre-bid online conference is planned for 18 August 2026 (see Tender document).

Requirements

• Compliance with anti-corruption and independent tender determination provisions; sign required declarations.
• Foreign bidders must demonstrate at least 40% of inputs sourced from Kenyan national suppliers.
• Tender security: KES 30,000,000, valid 270 days after bid submission.
• Eligibility of information system, conformity to tender specifications, and disclosure of subcontractors for major items.
• Tax compliance and absence from debarment lists; JV rules if a joint venture is used.
• Optional site visits and mandatory/optional briefing as defined in the TDS (details in Tender document).
