Overview

Procurement of supply and delivery of tyres, tubes and batteries. This is a prequalification exercise (Open Tender) for supply/delivery of tyres, tubes and batteries to Bungoma County (Fiscal years 2026–2028). Eligible bidders are suppliers of tyres, tubes and batteries (and related automotive consumables) with capacity to meet procurement rules, including tax compliance, anti-corruption and debarment checks. JV bids are allowed under specified conditions. Details are in TENDER NO. 5 documents.

Requirements

• Eligibility and conduct: must meet ITA criteria, not be debarred, no conflict of interest, and comply with anti-corruption rules.
• Financial: demonstrate liquidity and credit capacity; provide audited financials for the required years; meet minimum turnover and project completion criteria (per Form FIN-3.1/3.2).
• Documentation: Form submissions (Application Submission Letter, ELI forms, FIN forms), tax compliance certificate, PIN/VAT, valid trading license, certificate of incorporation, Confidential Business Questionnaire, company profile, and serial numbering on tender documents.
• Subcontracting: JV rules apply; specialized subcontractors allowed only where designated; commitments must reflect each party’s qualifications.
• Misc: adhere to PPRA/Procurement laws; ensure no conflicts with Public Officers; provide any additional documents as requested (per PDS).
• Goods scope: detailed tyre, tube and battery catalog with unit prices; goods to be supplied as and when required. (TENDER NO. 5, "Scope of Goods" and attached schedules)

• Submission method: sealed envelopes, by post/courier or hand; submit to tender boxes at the County Commissioner's Office Bungoma; no electronic submission.
• Documents to submit: Application Submission Letter and Forms (ELI, FIN, EXP as applicable), tax certificates, PIN/VAT, trading license, certificate of incorporation, Confidential Business Questionnaire, company profile; tender must be serialized on every page.
