Overview

Supply, delivery, off-loading and testing for the coal of the boilers for the power systems at Bhisho, Butterworth, Komani and Tower Hospital. The Eastern Cape Department of Health invites suppliers to bid on an open-tender; coal must be South African; evaluation includes functionality, price and preferences, with a compulsory briefing and online submission via the e-tender portal (SCMU3-2627–0201-HO.pdf).

Requirements

• Coal must be sourced from South Africa; joint ventures allowed with a signed JV agreement.
• Key personnel: contract manager (NQF 4 in coal-related or electric boiler with 5+ years) and contract supervisor (NQF 4 with 3+ years). CVs and qualifications must be provided.
• Bank rating: Code C, with enquiry amount at least R3,000,000; must meet minimum requirements to be evaluated.
• Mandatory documents: Form of Offer and Acceptance, Contract Data, SBD forms (1, 4, 6.1), Compulsory Enterprise Questionnaire, CIPRO certificate, Letter of Good Standing, and CSD registration.
• Returnable schedules: Schedule of Proposed Testing Laboratory (SANAS-approved if Lab change), Schedule of Proposed Coal Mine, Schedule of Key Personnel (Contract Manager/Supervisor), and proof of addenda.
• Additional checks: tax compliance status (SARS PIN/CSD), no conflicts of interest, and authorisation resolutions for signatories.
• Evaluation: 60/100 threshold for functionality; 80/20 preference scoring; Specific Goals include HDI ownership, local EC ownership, gender, etc.
