Overview

Procurement of the supply, delivery, off-loading, installation and testing of protection and control equipment and testing and commissioning of associated electrical plant for a period of 36 months at various substations. Bidders should be electrical/engineering contractors with CIDB Grade 9 EP or EB (or higher), capable of HV protection/controls work and related testing, with appropriate safety and project-management credentials (see below).

Requirements

• CIDB contractor grading of 9 EP or EB (or higher).
• SACPCMP registration for key roles (Construction Manager, Construction Supervisor; Safety Officer as applicable).
• Compliance with Occupational Health and Safety Act 85/1993, Construction Regulations 2014, and eThekwini SHERQ/Electricity safety standards; submission and approval of a Health and Safety Plan, risk assessments, Safe Work Procedures, and a Health and Safety File.
• Construction Work Permit where required; pre-task risk assessments; on-site risk management; provision and costing of health and safety measures.
• Registration on the eThekwini Supplier Portal and on the National Treasury Central Supplier Database; tax clearance and CIDB status verifications; BBEE and other enterprise-credentials as applicable.
• Financial/documentation requirements (e.g., audited financials if tender value exceeds R10 million, declarations of municipal rates/taxes, MBD 5/contract disclosures) as per SCM policy.
• Tender validity of 12 months; adherence to bid evaluation rules (90/10 points, price preference) and submission formats.
