Overview

Procurement of licenses and related services for software across five categories—geospatial, engineering design, document management, cloud storage, and analysis software (25 Geospatial, 15 Engineering Design, 10 Document Management, 10 Cloud Storage, 6 Analysis licenses), with installation and configuration. The work is organized into two lots: Lot 1 (Geospatial licenses and cloud storage) and Lot 2 (Engineering design, document management, and highway analysis licenses) (NEWSPAPER ADVERT). Bidders may bid for one or both lots.

Requirements

• Open to eligible Bidders under World Bank procurement rules; Joint Ventures allowed; no conflicts of interest.
• Bid security: Lot 1 KShs 250,000; Lot 2 KShs 300,000 (NEWSPAPER ADVERT).
• Documents: Letter of Bid; Price Schedules; Bid Security; Joint Venture Agreement (or intent); Manufacturer’s Authorization if required; Beneficial Ownership Disclosure Form; evidence of eligibility and conformity of goods.
• Additional: anti-corruption and sanctions compliance; provide origin declarations; confirm ability to supply and maintain the licensed software; confirm local representation if not manufacturer.
• Bids evaluated on least‑cost, substantially responsive proposals with any eligible non-price factors per ITB Section I and Section III.

• Deadline: 22 September 2026 (closing 09:00). Late bids are rejected (RFB documents; NEWSPAPER ADVERT).
• Submission: Physical, in sealed envelopes to KeNHA, Barabara Plaza, Block C, 2nd Floor, JKIA area; electronic bidding not permitted.
• Documents to submit (per ITB 11): Letter of Bid; Price Schedules; Bid Security; Joint Venture documentation (if applicable); Manufacturer’s Authorization (if applicable); Eligibility and Conformity evidence; Beneficial Ownership Disclosure Form; authorization to sign.
