Overview

Procurement of supply, installation, and configuration of antivirus software licenses (enterprise solutions) and renewal of SSL certificates under a three-year framework contract. Eligible bidders are IT security/software providers with enterprise antivirus and SSL certificate management capabilities, registered in Kenya, capable of complying with PPRA rules, tax clearance, and local sourcing requirements for foreign bidders (40% local inputs).

Requirements

• Tender security: KSh 50,000, valid for 240 days; acceptable forms include cash, bank guarantee, insurance/central bank–listed guarantees.
• Eligibility: no PPRA/debarment issues; no conflicts of interest; compliance with anti-corruption and competition laws.
• Ownership/Nationality: foreign tenderers must source at least 40% of inputs locally; JV rules apply as stated (no tendering in multiple tenders for a single scope).
• Tax: valid tax compliance certificate.
• Documentation: complete Form of Tender, activity schedules, tender security, JV agreements if applicable, and Section IV/III evidence of qualifications.
• Conformity: evidence that services meet technical specifications; substitutions allowed only if equivalent.
• Local content and procurement rules apply; currency for tender evaluation is Kenyan Shillings.
• Pre-qualification: if pre-qualified tenderers exist, update qualifications; otherwise full Section III criteria apply.

How to Apply

• Deadline: Thursday, 24 September 2026 at 11:00 AM (East African Time). Late tenders rejected.
• Submission method: hard-copy, sealed envelopes delivered to IEBC; electronic submission not permitted (addressed to IEBC, Anniversary Towers, University Way, Fifth Floor; tender box).
• Documents to submit: Form of Tender, priced Activity Schedule, Tender Security or Declaration, qualifications and eligibility documents, Joint Venture agreements if any, and all documents listed in ITT 13.1 (see Section IV).
• Clarifications: questions in writing to procurement@iebc.or.ke; deadline for questions per TDS (and in any case, no later than a few days before closing); clarifications published on IEBC/PPRA portals.
• Site/briefing: pre-tender conference not held; site visits not mandatory.
