Overview

Supply & installation of mechanical and electrical equipment for the 50Ml/d Highbury Waterworks and associated pumpstations. Open tender invited by O. R. Tambo District Municipality for CIDB 9ME contractors to execute bulk water infrastructure works under the King Sabata Dalindyebo Presidential Intervention. Compulsory briefing and site visit on 01 October 2026; closing 30 October 2026 at 12:00. Requirements

• CIDB grading: 9ME (or ability to upgrade prior to evaluation); JV allowed with CIDB registration for all members
• Returnable documents: Form of Offer, Joint Venture Agreement (if applicable), A–M schedules, MBDs (at least MBD1, MBD4, MBD5, MBD6.1, MBD8, MBD9) and CIDB registration proof
• Tax/compliance: valid SARS Tax Clearance/PIN, CSD registration or VAT certificate if applicable, proof of municipal rates and taxes, UIF, Skills Development, and other statutory documents as prescribed
• OH&S and environment: compliance with Occupational Health and Safety Act and Environmental Management Plan
• Subcontracting: mandatory ring-fenced local SMME package (minimum 51% owned by targeted groups) and local labour engagement; prime cost sums for ring-fenced works
• Evaluation framework: Stage 1 mandatory, Stage 2 functionality min 80/100, Stage 3 price with 90/10 weighting and specific-goals preferences (e.g., 51% Black-owned, 100% Women-owned, 100% Youth-owned, ORTDM region residency)
• Miscellaneous: submission validity 90 days; questions window and clarification deadlines apply; bid opening in public; addenda acknowledged; competition rules per CIDB/PPP regulations
