Overview

Supply of ARVs for adults medicines II under a Global Fund grant; an Open International Tender issued by KEMSA to procure ARV pharmaceuticals for adults. The procurement targets health sector pharmaceuticals, open to global manufacturers or authorized distributors, with Kenyan regulatory and PPADA/Global Fund procurement requirements.

Requirements

• Compliance with the Public Procurement and Asset Disposal Act 2015 and anti‑corruption rules; sign the Certificate of Independent Tender Determination and not be debarred.
• Eligible bidders may be private firms, state‑owned entities, or JVs; JV members liable; no bidder may tender for more than one tender unless allowed; conflicts of interest must be disclosed.
• Local content and nationality: foreign bidders must source at least 40% of inputs from Kenyan suppliers; bidders must be properly registered in Kenya or represented locally; tax clearance certificate required.
• Goods eligibility and registration in Kenya; may require Manufacturer’s Authorization if the bidder does not manufacture the goods; evidence of registration or registration plan for the Kenyan market.
• Bid security: USD 400,000 or Kenya Shillings equivalent; electronic securities allowed via QR in accordance with PPRA guidelines.
• Documentation: Form of Tender, price schedules, tender security, any alternative tenders (if permitted), Joint Venture agreements (if applicable), and manufacturer authorizations as required (see document SUPPLY OF ARVS ADULTS MEDICINES II).

How to Apply

• Access tender documents for free from kemsa.go.ke or tenders.go.ke; register bid documents by emailing procurement.programs@kemsa.go.ke.
• Submit one original and copies in sealed envelopes (ORIGINAL and COPIES); mark with Tender No and Description; deposit in Tender Box No.2 (Global Fund) at KEMSA Nairobi, or hand bulky tenders to the Procurement Director’s office (see document SUPPLY OF ARVS ADULTS MEDICINES II).
• Important dates: pre‑bid conference on 13 October 2026 at 10:00; tender closing 27 October 2026 at 10:00 local time; late bids are not accepted.
• Submission method: hard copies in a one‑envelope process (with separate sealed sub‑envelopes for original and copies) and, where permitted by the TDS, electronic submission.
