Supply of ESR Vehicles

Overview

Supply of ESR Vehicles including 1 double cab, 1 sedan/mini-SUV, and 1x 4-ton and 1x 8-ton maintenance trucks for ESR operations. Eswatini Railways issues an Open Tender for the supply, delivery, commissioning and handover of the listed vehicles (divided into four lots) with local participation encouraged. Tender documents set out eligibility criteria, required forms (e.g., Manufacturer’s Authorization, Power of Attorney, Company documents), tender security, currency and Incoterms (DDP), and submission procedures. Key dates: questions by 27 October 2026, submission by 03 November 2026, opening 03 November 2026.

Requirements

• Open Tender with local participation encouraged; eligibility criteria to be met (IT T 4.x).
• Tenderer and JV requirements: legal capacity; no insolvency/receivership/bankruptcy; not suspended; nationality of eligible country; no conflicts of interest; joint venture provisions with Powers of Attorney.
• Mandatory documents: Tender Submission Sheet, Price Schedule, Tender Security (E20,000, valid to 31 Jan 2027), Power of Attorney, Manufacturer’s Authorization, Company profile, trading license, tax compliance, Labour Compliance, Police clearance, audited financial statements, and other documents per the Tender Data Sheet.
• Goods eligibility and origin declarations; manufacturer authorization to supply in Eswatini if required.
• Incoterms: DDP; prices include taxes and delivery to Eswatini Railways; currencies per TDS (Emalangeni or Rand/US$ as applicable).
• Tender validity to 31 January 2027; margin of domestic/international preference is 0% (no price preference).
• Evaluation: technical compliance, then financial; negotiations not required; post-qualification if applicable.
• No pre-tender meeting; late tenders rejected.

How to Apply

• Obtain tender documents from www.esppra.co.sz (Tender Document) and Eswatini Railways; documents issued from 06 Oct 2026; non-refundable fee of E1,500 (Invitation to Tender).
• Prepare and submit: Tender Submission Sheet, Price Schedule, Tender Security, Power of Attorney, Manufacturer’s Authorization, and all listed supporting documents (Section 11/12). Include company and directorate documents, tax and labour certificates, and audited statements (Tender Document).
• Submission deadline: 03 November 2026 by 10:00 (tender box at ESR Head Office, Dzeliwe Street, Mbabane; opening at 10:30 on 03 November 2026).
• Clarifications: by 27 October 2026 to Tenders@esr.co.sz (Tender Document).
• No pre-tender briefing; samples/demonstrations may be required during evaluation (Section 6/SOC).
• If awarded, contract signing and performance security requirements apply (DDP delivery).
