Overview

Supply of fuel (petrol, diesel, kerosene and oil) to Bungoma County; open to fuel suppliers/distributors with appropriate licenses and financial capacity.

• Prequalification leading to an open tender for the supply of fuels and related lubricants to the County.
• Target bidders: fuel suppliers/distributors with relevant licenses, storage capability, and ability to meet payment terms and financial requirements.

Requirements

• Legal and compliance:
  • Certificate of Incorporation; Valid Tax Compliance Certificate; PIN/VAT certificate; Business Permit.
  • License from the Ministry of Energy to store petroleum underground; operate within Bungoma County.
• Financial and integrity: demonstrate liquidity and cash flow capacity; provide audited financial statements for the required period; demonstrate minimum average turnover as specified; no conflicts of interest or debarment; valid tax obligations (Tax Clearance).
• Eligibility: comply with anti-corruption and non-collusive practices; no conflicting relatives or related parties in public service; consent to PPRA audit if applicable.
• Operational: possible payment term of 30 days for fuel supply as per standard contract terms; bid documents must be serialized and submitted with all required forms.

• Submission method: sealed envelopes by post, hand/courier delivery to County Commissioner Bungoma; tender box at the County Commissioner’s entrance. Electronic submission may be allowed per the PDS, otherwise not mandatory (per ITA 18.1).

  • Form of Tender; Tax Compliance Certificate; PIN/VAT; Trading License/Business Permit; Certificate of Registration/Incorporation; Confidential Business Questionnaire; company profile; tender to be serialized page-by-page.

• Pre-qualification specifics: fee of 1,000 KSh for the hard copy in Bungoma; electronic copies free from the PPIP portal.
