SUPPLY OF HIV BLOOD-BASED SELF-TEST KITS

Overview

Supply of HIV blood-based self-test kits for Kenya, issued by the Kenya Medical Supplies Authority (KEMSA) via an Open Tender. Bidders should be suppliers/manufacturers or authorized distributors of HIV diagnostic self-test kits, capable of meeting Kenyan regulatory and registration requirements for health products (and, if foreign, sourcing a portion of inputs locally).

Requirements

• Compliance with Public Procurement and Asset Disposal Act 2015; anti-corruption declarations and no debarment.
• Bid security of 1,700,000 Kenyan Shillings (or approved equivalent) and valid for the specified period.
• Tax clearance in Kenya; proof of eligibility to tender (and, if foreign, 40% local content of inputs).
• Manufacturer’s Authorization if not the actual manufacturer; local representation for warranty/obligations if not locally present; registration of goods in Kenya (or evidence for registration).
• JV flexibility with joint liability; limits on JV members; conflict of interest rules.

How to Apply

• Obtain tender documents for free from Kemsa’s website or PPIP Portal (tender documents free of charge) and register bids via procurement office or email (procurement.programs@kemsa.go.ke) (see SUPPLY OF HIV BLOOD-BASED SELF-TEST KITS).
• Pre-bid conference: 13 October 2026 at 10:00, KEMSA Tender Opening Hall; attendance advised.
• Submit sealed bids: One original and copies in separate envelopes, clearly marked with Tender Number and Description; deposit in Tender Box No.2 marked Global Fund at KEMSA Embakasi, Nairobi, by 29 October 2026 at 10:00 local time.
• Submissions may include electronic tender options if specified in the TDS; otherwise hand-delivered per above.
• Documents to submit: Form of Tender, Price Schedules, Tender Security, Manufacturer’s Authorization (if applicable), JV agreement (if applicable), proof of eligibility and registration, and any other forms listed in the tender documents.
• Tender opening is public and will occur after the deadline; records to include bidder name, prices, presence of security, and any modifications (see tender document).
