SUPPLY OF MALE CONDOMS

Overview

Procurement of the supply of male condoms to be delivered under an Open International Tender by the Kenya Medical Supplies Authority (KEMSA). Suitable for medical-supply manufacturers, rubber-plastic product suppliers, distributors and contract manufacturers with regulatory compliance in health products.

Requirements

Compliance with Public Procurement and Asset Disposal Act 2015; declarations against corruption and conflict of interest.
Eligibility: no debarment; JV rules; foreign bidders must meet ownership and competition requirements; tax compliance clearance.
Local content: foreign bidders must source at least 40% of inputs from national suppliers/contractors.
Goods eligibility: conformity to technical specifications (Section VII); registration of goods in Kenya or evidence of registration process.
Tender documents: Form of Tender, Price Schedules, Tender Security or securing declaration, Manufacturer’s Authorization if applicable, JV agreements if any.
Tender security: KES 4,000,000; acceptable forms include cash, bank guarantee, IRA-insured guarantee, or Central Bank-licensed institution.
Specific product requirements: technical specifications for male condoms; proof of substantial responsiveness to Schedule of Requirements.
Additional: pre-bid clarification, inspections and addenda as issued.

How to Apply

Obtain documents from KEMSA website (Kemsa.co.ke) or PPIP Portal (tenders.go.ke); register bid documents by email to procurement.programs@kemsa.go.ke.
Submit a serialized/paginated tender package in a single sealed envelope (one-envelope process) with separate inner envelopes for ORIGINAL, COPIES, and (if applicable) ORIGINAL-ALTERNATIVE.
Include: Form of Tender, Price Schedules, Tender Security, Manufacturer’s Authorization (if needed), Joint Venture documents (if any), eligibility/qualification evidence, country of origin declarations, and conformity evidence.
Deadline: 3 November 2026 by 08:00 local time (submission); tender box No.2 at KEMSA, Embakasi, Nairobi. Pre-bid conference: 13 October 2026, 10:00 at KEMSA Tender Opening Hall in Nairobi. |
