Overview

The Department of Water and Sanitation invites bids to supply reinforced concrete spigot and socket pipes and rectangular portals for raising Clanwilliam Dam in the Western Cape for DWS Construction South. Suitable bidders are South African-based manufacturers or suppliers of RCC spigot/socket pipes (600 mm, 450 mm, 300 mm) and rectangular portals, capable of meeting the technical specs, delivery, and contract requirements. Closing date is 13 August 2026; briefing/site references are at Clanwilliam Dam (address in the documents).

Requirements

• Tax compliance: SARS PIN, Tax Clearance or CSD registration; Z-documented proof required.
• Corporate registrations: active CSD listing and CIPC registration; authority to sign bid (board resolution or similar).
• B-BBEE: valid Status Level Verification (or supporting affidavit if EME/QSE); points claimed shown in Annexures.
• Documents to submit: SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points), Local Content Declaration, pricing schedules, technical datasheets for Items 1–3.
• Local content and specific goals: supply statements for Women, Disability, Youth ownership; location of enterprise in Western Cape; SANAS or relevant B-BBEE verification (or sworn affidavit for certain small enterprises).
• Technical: clear datasheets/brochures showing Item 1 (600 mm), Item 2 (450 mm), Item 3 (300 mm) concrete pipes and associated portals; compliance with Technical Information requirements.
• Contract framework: adherence to NT GCC; potential requirement for performance security, insurance, and on-time delivery terms.
• Supplier must be compliant with conditions in the GCC and bid evaluation criteria (mandatory, admin, technical, and preference phases).

How to Apply

• Submit the original bid in a sealed envelope to the Bid Box at the Clanwilliam Dam Training Centre, Clanwilliam Dam site, not later than 11:00 on 13 August 2026.
• Include completed SBD forms (SBD1, SBD4, SBD6.1), pricing schedules, and all admin/technical documentation; attach SARS SARS PIN/TCS or CSD details; B-BBEE certificates or affidavits; and annexed Local Content Declarations.
