Procurement of a cloud-based Welding Management System (WMS) with three years of support for Necsa Advanced Manufacturing. Bidders should have welding-management software experience, OEM accreditation, and the ability to deliver a cloud/SaaS or hybrid solution compliant with international welding standards (ASME, EN, ISO, AWS) and Necsa policies. The contract runs three years, with a 30-day bid validity period.

Requirements

• Mandatory qualifications and compliance
  • Valid SARS tax clearance PIN or CSD registration; COIDA good standing (for consortiums, one per member).
  • Accredited OEM partnership letter for the software (reseller/implementation/support).
  • Compliance with Necsa URS (GIT-EA-URS-0015) and ability to demonstrate via the compliance matrix.
  • Evidence of experience in welding-management software; provide references and verifiable project details.
  • Financial proposal in line with the RFP; returnable financial documents.
• Additional bid conditions
  • Consortium or subcontracting allowed with clear consortium agreement, lead company, and single NECSA point of contact.
  • Sub-contracting details must be disclosed; Necsa may reject certain subcontracts.
  • Site access restrictions apply (National Key Point); provide IDs and other security details for access.
  • Pre-employment and security screening for staff; demonstrated qualifications and rights to work in RSA.
  • Necsa bidding rights include extensions, clarifications, site visits, negotiations, and potential contract amendments.
• Evaluation criteria
  • Stage 1: Mandatory requirements (pass/fail).
  • Stage 2: Technical/functional criteria (max 100 points; minimum 80 to qualify). Criteria include references (up to 20–50), experience (up to 50), and proposed support team (up to 30). Specific goal points for BBBEE (up to 20) apply.
  • Price and Specific Goal: 80/20 weighting; highest total points win, subject to market-related pricing.
