Overview

Procurement of supply-only local content 15 MPA / 19mm ready-mix concrete for the Mzimvubu Water Project – Access Road near Maclear, Eastern Cape. Suitable bidders are concrete supply companies capable of meeting strict local-content requirements (cement must be locally produced at 100%), with Tax and regulatory compliance, and B-BBEE considerations.

Requirements

• Local-content requirement: cement must be 100% locally produced; other items follow project specifications.
• Documentation (complete and on official forms): SBD 1, SBD 3.1, SBD 4, SBD 6.1; Pricing Schedule; Annexure C (Local Production and Content); Annexure 1 (Percentage Ownership Affidavit); Annexure 2 (Location of Enterprise); Annexure 7 (Purchasers’ Instructions).
• Compliance: tax compliant (SARS PIN/TCS or CSD number), CSD registration; NRCS letter for compliant cement manufacturers; B-BBEE status (certificate or sworn affidavit for EMEs/QSEs); proof of local premises ownership or rental (Annexure 2).
• Mandatory briefing: attendance at compulsory briefing session.
• Evaluation: 80/20 PPPFA (price vs specific goals); points for Women/Disability/Youth ownership, local enterprise location (Eastern Cape), and B-BBEE level (Table 5/Table 1). Maximum 20 points for goals; 80 for price.
• Phase-based evaluation; mandatory phases: attendance, admin compliance, technical/spec compliance, mix design (post-Phase 3), and final award via PPPFA rules.
• Other: adherence to General Conditions of Contract; no telegraphic bids; bid validity 120 days; delivery terms to be as per contract.
