Overview

This RFQ seeks the supply only of local-content 20 MPa / 19mm ready-mix concrete for the Mzimvubu Water Project – Access Road near Maclear, Eastern Cape. Bid is open to concrete suppliers able to meet local content, cement content and related regulatory requirements; the targeted quantity noted in documents is 295 m3 (Phase 3).

Requirements

• Be registered on the Central Supplier Database (CSD) and tax compliant (SARS PIN or CSD number).
• Provide a valid B-BBEE Status Level Verification Certificate or sworn affidavit.
• Demonstrate compliance with local-content rules, including Annexure C (Local Production & Content) and NRCS letter for cement; cement local content threshold is 100%.
• Attend the compulsory briefing session (28 September 2026) and submit all required bid documents (SBD 1, SBD 3.1, SBD 4) plus pricing schedule.
• Complete and sign all applicable forms: SBD 1, SBD 3.1, SBD 4, plus SBD 6.1 (PPR 2022).
• Provide proof of local enterprise location in the Eastern Cape and related annexures (Annexure 1, Annexure 2).
• Submit concrete mix design if requested after evaluation (Phase 4).

How to Apply

• Submission deadline: 02 October 2026 at 11:00; deliver to the bid box at the Mthatha Dam Office Building (Mthatha Dam, 5100).
• Briefing: Mandatory briefing on 28 September 2026 at Ntabelanga Dam, Siqhunqwini Area (address in documents).
• Submission method: Original bid and supporting documents in a sealed envelope to the bid box (no electronic/telegraphic bids).
• Documents to submit (where applicable): SBD 1, SBD 3.1, SBD 4; SBD 6.1; Annexure C (Local Production & Content) with Annexure 1 and 2; Proof of CSD/SARS tax compliance; B-BBEE certificate or sworn affidavit; Local content proofs; Pricing schedule (see Pricing_Schedule).
