Requirements

• Eligibility and conflicts: open to consultants from all countries; disclose conflicts of interest; no harmful relationships with staff; no involvement in conflicting assignments.
• Integrity and compliance: no corrupt, coercive, or collusive practices; PPRA debarment rules apply.
• Qualifications: key experts critical to execution; CVs considered in evaluation; language must be English.
• Financial and administrative: tax compliance certificate or exemption for Kenyan firms; proposals must be itemized and priced; JV arrangements governed (max JV size to be specified in Data Sheet).
• Proposals: follow RFP structure; separate technical and financial proposals; use required forms listed in the Data Sheet; sign by authorized representatives.
• Other: confidentiality, audit rights, and adherence to procurement regulations.
