T 2026/016: PROVISION OF BANKING SERVICES FOR A 5-YEAR PERIOD

Overview

Provision of banking services for a five-year period to the Cape Winelands District Municipality; open to South African banks registered under the Banks Act. Bidders should be capable financial institutions with appropriate accreditation and capacity to deliver across a 5-year term. Submission deadline is 4 December 2026 (11:00 per tender notice). Documents are available online; hard copies may be obtained for a fee.

Requirements

• Banks registered under the Banks Act 1990 and accredited on CWDM’s Supplier Database and the Central Supplier Database (CSD) before closing.
• Tax compliance: Tax Compliance Pin from SARS; VAT registration if the contract value exceeds threshold; provide supporting tax documents.
• B-BBEE: provide a valid B-BBEE Status Level Verification Certificate (SANAS or IRBA) or sworn affidavit for EMEs; consolidated certificates for JV/consortia.
• Tender completion: official tender form completed in BLACK ink, no correction fluids; original document returned; authorisation/resolution attached.
• Site/information meetings (if specified) are compulsory; all partners in a JV must attend.
• Compliance with required forms and documents (MBD1, MBD4B, MBD5, MBD6.1, MBD7.1/7.2, MBD8, MBD9) and the bidder’s ability to deliver over 5 years.
• Submissions not via the specified method; no telex/fax/email tenders accepted; documents reference full terms in the tender files.

• Submission method: seal separate tender envelope, endorsed with tender number/description, placed in the CWDM tender box at 29 Du Toit Street, Stellenbosch.
