Overview

Open tender to appoint a specialist transport planning service provider to review the District Integrated Transport Plan for the Cape Winelands District Municipality under the National Land Transport Act, Act 5 of 2009. Eligible bidders are experienced transport planning consultants with NLTA review capabilities and a track record in district/municipal transport planning.

Requirements

• Proven transport planning consultancy experience, including NLTA-driven ITS/IDP review work.
• Compliance with CWDM Municipal SCM Policy, National Treasury GCC/SCC, and Preferential Procurement Regulations 2022.
• Registration and accreditation on the CWDM Supplier Database and the Central Supplier Database before closing.
• Completion of tender documents in BLACK ink; no Tippex corrections; return of the complete original document.
• Authorized signatory with a Board/Trustee resolution authorizing submission (attach with bid).
• Compulsory site/information meetings (if specified); attendance is required.
• B-BBEE documentation: valid certificate or sworn affidavit (EME/QSE options as per the Regulations); comply with Annexures for Preference Points.
• Locality requirements to claim specific goals: municipal account (not older than 90 days), lease/bank letter for proof of business address (Annexure requirements).
• Tax compliance: Tax Clearance Pin (SARS) for all consortium members; Tax matters in order.
• POPI considerations and contract-specific terms apply; performance security may be required per SCC.
• Prices must remain within quoted amounts; 30-day payment terms; VAT clearly shown on invoices.
