Overview

Provision of B-BBEE verification services for the period ending 30 June 2029. Cape Winelands District Municipality (CWDM) invites SANAS-accredited B-BBEE verification agencies to provide B-BBEE certificates/reports and related services. Open tender; submission deadline in the tender documents is 16 October 2026 (time stated as 11:00). Documents are online (CWDM site or etenders) or available as hard copies for a fee.

Requirements

• SANAS-accredited B-BBEE verification agency, or IRBA-approved auditor for non-EMEs; EMEs may submit a sworn affidavit.
• Bidders must be registered on CWDM’s Supplier Database and Central Supplier Database (CSD) prior to closing, with annual updates.
• Submit appropriate B-BBEE documentation (B-BBEE Status Level Verification Certificate or sworn affidavit for EMEs; consolidated certificates for joint ventures).
• Provide supporting registrations: Tax Clearance PIN (SARS), VAT registration where contract value exceeds thresholds, municipal accounts, and, if applicable, a Letter of Good Standing from Compensation for Occupational Injuries and Diseases Act.
• Comply with the general and special conditions, including the compulsory documentation/checklist and related MBD forms.

How to Apply

• Submission deadline: 16 October 2026, 11:00 (per tender notice; see Tender Document for details).
• Submission method: Duly sealed Tender Envelopes placed in CWDM’s official tender box at 29 Du Toit Street, Stellenbosch; envelopes must be endorsed with the tender number and description (T 2026/068).

  • MBD1 (Invitation to bid), MBD4 (Declaration of Interest), MBD5 (if above R10m), MBD6.1 (Preference Points), MBD7.1/7.2 (Contract Form), MBD8 (Declaration of SCM Practices), MBD9 (Independent Bid Determination); plus Compulsory Documentation/Checklist.
