T 2027/002: SECURITY, PATROL AND ACCESS CONTROL SERVICES AT VARIOUS FACILITIES OF THE CAPE WINELANDS DISTRICT MUNICIPALITY FOR THE PERIOD ENDING 30 JUNE 2030

Overview

CWDM seeks to procure security, patrol and access control services for multiple facilities for the period ending 30 June 2030. The open tender is targeted at experienced service providers registered with PSIRA; bidders must be able to deliver guarding, patrol and access-control across CWDM facilities and be registered on the CWDM Supplier Database and the Central Supplier Database (CSD). Tender documents are available online or in hard copy for a fee; registration on CWDM/CSD is required before the closing date.

Requirements

PSIRA registration for the rendering of security, patrol and access control services.
Registration and accreditation on CWDM’s Supplier Database and the Central Supplier Database; annual updates.
Tax compliance: SARS Tax Clearance Pin (and VAT considerations if contract value exceeds threshold); municipal accounts for directors as applicable.
B-BBEE: valid B-BBEE Status Level Verification Certificate (or sworn affidavit for EMEs/QSEs) to claim preference points.
Completion of tender documents in BLACK ink; no correction fluid; full original document submitted.
Site/information meetings (compulsory where specified); all JV partners must attend.
Compliance with GCC/SCC, and provisions on subcontracting, penalties, and contract termination.
Additional documentation: MBD forms, Annexures (MBD 6.1 for preference points), tax and municipal documentation as per tender pack.

Submission method: Duly completed tenders in a separate sealed envelope, delivered to the CWDM tender box at 29 Du Toit Street, Stellenbosch; tenders opened publicly after closing.
