T 2027/005: PROVISION OF HYGIENE SERVICES AT VARIOUS PREMISES OF THE CAPE WINELANDS DISTRICT MUNICIPALITY FOR THE PERIOD ENDING 30 JUNE 2030

Overview

Provision of hygiene services at the Cape Winelands District Municipality’s buildings and facilities for the period ending 30 June 2030. Bidders should be experienced hygiene/ cleaning service providers or facilities management contractors capable of multi-site delivery to a public sector client, with compliance to municipal procurement rules. Key qualifications include registration on CWDM’s Supplier Database and the Central Supplier Database, SARS tax clearance, and appropriate B-BBEE documentation, plus adherence to PPPFA/GCC/SCC requirements.

Requirements

• Registration on CWDM Supplier Database and Central Supplier Database (and annual updates).
• SARS Tax Compliance Pin for all bidders (and per member for consortia).
• VAT registration if contract value exceeds R2.3 million.
• Valid B-BBEE verification certificate (SANAS-verified or IRBA for EMEs, or sworn affidavit for EMEs/QSEs) and consolidation for JV.
• Tax clearance certificate; municipal rates/accounts for bidder and directors; no arrears exceeding 3 months.
• Complete tender form in BLACK ink; no Tipp-Ex; return the complete original document.
• Authorized signatory: attach resolution authorising signatory; signatory must be valid.
• Site/information meetings are compulsory; all JV partners must attend.
• Subcontracting requires prior written consent and does not transfer liability.
• Bids evaluated on compliance, value for money, capability, PPPFA compliance; open/public tender process.

• Deadline: Closing date 11:00 on Friday 13 November 2026.
• Submission: Sealed envelope with tender number/description placed in the District Municipality’s tender box at 29 Du Toit Street, Stellenbosch (hard copy documents available for a fee).
• Documents to submit (sample): MBD 1, MBD 4 B, MBD 5, MBD 6.1, MBD 7.1/7.2, MBD 8, MBD 9 and the compulsory documentation/checklist; BBBEE, tax clearance, CSD/CWDM registration, and municipal accounts.
• Registrations/pre-qualifications: CWDM Supplier Database, CSD, SARS Tax Clearance; ensure tax matters and municipal charges are in order.
