Overview

Appointment of a professional service provider to conduct a feasibility study for the redevelopment of Barkley West Resort. Dikgatlong Local Municipality invites suitably qualified professional service providers to prepare a feasibility study for redeveloping Barkley West Resort. Bidders should have relevant feasibility, planning or resort-development experience and be prepared to meet 80/20 preferential procurement criteria, providing evidence of HDI ownership and locality as applicable.

Requirements

• Bidders must be registered on the Central Supplier Database (CSD).
• 80/20 preference: HDI ownership (50%+), locality within Dikgatlong, Frances Baard District or Northern Cape, with points allocated accordingly.
• Compulsory briefing/site inspection: 30 Oct 2026 at Rolbal Hall.
• Tender document fee: R550 (non-refundable); payment proof required; documents not emailed; courier collection only with payment proof.
• Submission: sealed bids in black ink, clearly marked with TENDER NO T04/2026/27; deposit in Tender Box, 33 Campbell Street, Barkly West; closing 20 Nov 2026 at 12:00; bids valid 90 days.
• Documentation: municipal account not older than 3 months and not in arrears >3 months; lease if applicable (lease and landlord’s municipal account).
• Evaluation: 80/20 preference with specific HDI and locality goals; Dikgatlong not obliged to accept lowest bid.

• Complete documents in black ink; ensure proof of municipal services account accompanies submission.
• Prepare a sealed bid clearly marked with T04/2026/27 and deposit in the Tender Box at the main reception, 33 Campbell Street, Barkly West, by 12:00 on 20 Nov 2026.
