Overview

• SAFCOL invites quotations for Tactical Response Security Services in the White River area (Bergvliet and Witklip) for four months. Requirements

• Mandatory qualifications and compliance:
• Fully complete the RFQ on company letterhead; submit via email.
• Latest Tax Clearance; SANAS-certified BBBEE or sworn EME/QSE affidavit; CSD registration or MA​AA number.
• PSIRA registration for company and directors; valid PSIRA good standing.
• Proof of control room availability; traceable references (5+ years forestry/Lowveld tactical experience).
• Vehicle and gear requirements: 4x4 branded vehicle (minimum 5-seater); 2 armed Grade C+ officers; 1 armed Grade B supervisor; weapons compliance; vehicle tracking; approved communications system.
• Legal, safety and governance: compliance with PSIRA, POPIA, OHSA, Firearms Control Act, and other applicable laws; 24/7 operations; background checks and uniformed, clearly identifiable personnel; public liability minimum R10 million.
• Service delivery and reporting: monthly reports with each invoice; ability to investigate illegal sawmill activities; travel allowance included; adherence to SHEQ (SHEQ NOSA FSC BOP).
• Evaluation framework: Phase 1 admin/compliance; Phase 2 mandatory (vehicle ownership, references, PSIRA, control room); Phase 3 price and specific goals (80/20 weighting; 51%+ Black Owned can earn 20 points; other specific goals may apply).
• Returnable evidence: as listed in Returnable Documents, including SBD forms and NEC4 contract data (RFQ attachments).
