TCDD Railway Maintenance Modernization Project

Overview

Procurement of railway maintenance equipment for the AIIB-financed TCDD Railway Maintenance Modernization Project via open, one‑envelope competitive tenders across multiple equipment lots. The spanned goods include switch tamping machines, tamping machines, track maintenance vehicles, catenary maintenance vehicles, ballast regulators, rail grinding and rail milling machines. Open to all eligible bidders per the Bank’s PIR; bids are evaluated on lowest evaluated cost with post‑qualification.

Requirements

• Financial Capability: Audited statements for 2021–2025 (or legally acceptable equivalents).
• Specific Experience: For each lot, demonstrate qualifying contracts within the last 6 years at or above thresholds (e.g., 59M EUR for DMB-1; 43M EUR for DMB-2/6; 25.1M EUR for DMB-7; 14–11M EUR for DMB-4/5; 10M EUR for DMB-3).
• Manufacturing Experience/Technical Capacity: If a manufacturer, evidence of prior production of the required item(s) and capacity at least equal to contract quantities within the last 3 years.
• Manufacturer’s Authorization: If not manufacturing the item, provide Manufacturer’s Authorization Form meeting the above criteria.
• Tender Security: EUR per lot (e.g., DMB-1 2,350,000; DMB-2 1,700,000; DMB-3 375,000; DMB-4 550,000; DMB-5 430,000; DMB-6 1,000,000; DMB-7 550,000).
• Compliance: Tendering follows IOCT; post‑qualification per ITT 37.

• Submission: Hard copies only; electronic tendering not allowed; bids delivered to TCDD addresses listed in each SPN.
• Documents to submit: Tender Document application (EUR 250) with bank transfer to TR21000120094520002P000002; send bank receipt and company details to satinalma@tcdd.gov.tr; download link sent within 2 days; include payment receipt with tender.
• Pre-qualifications: Post‑qualification conducted after bid opening as per ITT 37.
