Overview

Water metering project for eThekwini Municipality area of supply for 36 months, including investigation, maintenance or replacement of faulty/obsolete municipal water meters and re-siting of meters inside properties. Bidders should have CIDB grade 7 CE (or higher) and demonstrated capacity for civil/constructive works such as trenching, reticulation, installation and reinstatement of meters. Documents are downloadable from eThekwini/National Treasury portals and the contract is run under GCC 2015 infrastructure procedures.

Requirements

• CIDB contractor grading designation of 7 CE (or higher).
• Registration on the eThekwini Supplier Portal and Central Supplier Database; ensure details are correct and registered prior to submission; access to the JDE ESP system is required.
• Valid CIDB registration, BBBEE, and Tax Compliance Status PINs at tender closing; verification via CSD.
• Audited financial statements if tender value exceeds R10 million (incl. VAT).
• Declaration of municipal rates/taxes; no undisputed commitments or arrears unless formalised.
• Tender validity of 12 months; eligibility to extend if requested.
• Health and safety obligations: COIDA Good Standing, SACPCMP-registered Safety Officer, and a submitted Health & Safety Plan with related documents (SSHSS 03/08/2026, BRA include baseline risk assessment).

How to Apply

• Clarification meeting: compulsory, 19 October 2026 at 11:00, Boardroom 103, 03 Prior Road, Durban 4001 (Main Tender Document: 35023-5W-tender-document.pdf). Queries due by 2026-10-29; consolidated answers posted by 2026-11-05.
• Tender submission: hard copy to The Tender Box, Municipal Building, 166 KE Masinga Road, Durban; closing 13/11/2026 at 11:00. Electronic submission via the eThekwini JDE ESP System is required; hard copy submission is the ruling version.
• Documents to submit: Returnable Documents per Tender Data (e.g., MBD forms, pricing schedules, contracts, etc.).
• Registrations: register on the National Treasury CSD, the eThekwini Supplier Portal, and obtain JDE access (supplier.selfservice@durban.gov.za).
