Overview

The Dr Beyers Naudé Local Municipality seeks tenders for the Upgrading of Stormwater Infrastructure in Graaff Reinet (GRT Stormwater) under Tender DBNM 81/2026. Bidders must hold CIDB grading 7CE or higher, demonstrate EPWP competence, be registered on the National Treasury Central Supplier Database (CSD), and meet B-BBEE and locality/ownership requirements. Requirements

• CIDB grading: 7CE or higher (6CE or lower not accepted).

• CSD accreditation: registered as accredited service providers prior to submission.
• B-BBEE and locality: minimum 10% of works to EMEs/QSEs (51% black-owned); subcontract at least 5 work packages to EMEs/QSEs; unskilled labour sourced within DBNM; local ownership considerations.
• Required documents: Tax Clearance, BBBEE certificate, Audited Financial Statements (last 3 years, only if > R10m), CIDB, CSD, certified copies of company directors, completed MBD forms 1,2,4,5,6.1,6.2,8,9, company registration, municipal rates/lease, and Certificate of Fronting Practices.
• Evaluation: pre‑evaluation with scoring on Previous Experience, Key Staff, Financial Capacity, Equipment, and Methodology; bidders may be disqualified for non-compliance or insufficient evidence.
