Overview

Procurement of civil-engineering works for Willowmore borehole wellfield development, including construction management and related works; open to bidders with CIDB 6CE/6ME or higher and with EPWP experience and SACPCMP/ECSA-registered key personnel. Bidders must hold CIDB 6CE/6ME or higher, demonstrate EPWP competency (via history or JV), be registered on the National Treasury CSD, and comply with PPPFA 2022. EMEs/QSEs may participate with minimum subcontracting; unskilled/semi-skilled labour to be sourced within DBNM boundaries; a Construction Manager registered with SACPCMP (Pr. CM) or ECSA (Pr. Eng/Tech Eng/Techni Eng) is required.

Requirements

• CIDB grading 6CE/6ME or higher (5CE/3ME or lower not accepted); experience in EPWP projects.
• Access to a suitably qualified Construction Manager registered with SACPCMP or with ECSA as Pr. CM/Pr. Eng/Pr. Tech Eng/Pr. Techni. Eng.
• National Treasury CSD accreditation; open to EMEs/QSEs with minimum 10% subcontracting to qualifying enterprises.
• Subcontracting to EMEs/QSEs in CE grading; 5 work packages minimum.
• Adherence to PPPFA 2022 tender data and other tender conditions; labour sourced from within DBNM boundaries.
• Demonstrate financial capacity (bank facility) and provide bank letter; provide project experience, CVs, and qualifications for key staff.
• Compulsory documents: Tax Clearance, B-BBEE certificate, Audited FS (where applicable), CIDB, CSD, MBD forms, company registration, Rates/Lease docs, Form V (fronting).
• Evidence of previous projects: completion certificates and appointment letters for relevant works.
