Overview

Appointment of a professional service provider for the refurbishment of Mafikeng Wastewater Treatment Works to manage inception through commissioning, including design, procurement, construction oversight and project management. Target bidders are engineering consultancies with wastewater treatment refurbishment experience and registered professionals (ECSA, SACPCMP) and ability to deliver under an MW SLA, with QA and risk/regulatory capability.

Requirements

• 70-point minimum functionality; Phase 2 evaluation (project experience, key personnel, QMS, PI and cyber insurance).
• Project Leader: BSc/BEng, active ECSA (Pr. Eng) and SACPCMP (Pr. CM/CPM); SAQA accreditation for foreign quals; attach CVs and client completion letters.
• Mechanical Engineer: BSc/BTech, active ECSA (Pr. Eng or Pr Tech Eng); SAQA accreditation; CVs and references.
• Electrical Engineer: same as Mechanical.
• Quality Management System: ISO 9001:2015 with internal audits.
• Professional Indemnity Insurance min R10 million per claim; Cyber Liability min R5 million if connecting to MW systems.
• Compulsory site briefing: 24 June 2026, 14:00, Sewage SWS, Mafikeng.
• Tax/compliance: SARS PIN or Tax Clearance; CSD registration; separate TCS/CSD for JV/subcontractors; compliance with PFMA SCM.
• B-BBEE: 80/20 preference system; local content within CSD data where applicable; Specific goals scored as per table.
• Documentation: bids in English; POPIA consent; official SBD forms; price/proposal; evidence of insurances; CVs; tax/CSD/PIN details; proof of payment for bid documents (R500).
