Overview

Removal and management of floating aquatic plants and debris from Hartbeespoort Dam, including harvesting, transportation, biomass beneficiation and monitoring/reporting. Suitable for environmental services, water-management and related civil/physical works firms with biomass processing capabilities; bidders must meet SA tax/compliance (SARS PIN or Tax Clearance), be registered on CSD (or provide approved alternative) and meet standard procurement eligibility.

Requirements

• Tax compliance: SARS PIN or Tax Clearance; CSD registration (or approved alternative) and provide related proof; consortia must submit for every party.
• Central Supplier Database (CSD) registration or approved supplier registrations, plus proof as applicable.
• Mandatory documents: COIDA certificate, Public Liability Insurance, Waste Management License, Waste Transportation License; General Authorization Permit (DWS/DFFE) for harvesting/processing/disposal.
• Equipment: own or provide evidence of leasing two of each: tipper, harvester, excavator, TLB, barge, tractor, small outboard boat; attach ownership proof or verifiable lease intent plus vehicle registration documents.
• Operations & permits: comply with NEMA/NEMBA/NWA, occupational health and safety and SAMSA requirements; provide PPE and tools; implement environmental safeguards.
• Briefing attendance: compulsory briefing session attendance; late/absent bidders may be disqualified.
• Submissions: SBD forms and pricing schedule completed; POPIA consent; tax/pin where required; COIDA and other regulatory certifications.
• Preference factors: BBEE and locality requirements will apply (80/20 or 90/10 system; locality within 100 km; other specific goals).
