Overview

Procurement of a service provider to auction municipal assets (electronics, vehicles, and heavy equipment) for disposal by Kumkani Mhlontlo Local Municipality. Suitable bidders are asset-disposal/auction providers with proven auction experience, SAIA registration, and the ability to manage disposal processes; compliance with POPIA addendum and SCM policy is required.

Requirements

• Functionality stage: minimum 70% to progress to price/criteria evaluation.
• Price and Specific Goals: 80/20 (or 90/10 depending on system) with up to 20 points for specific goals (HDI equity, youth, women, disability, rural enterprise).
• Four reference letters (40 points) or fewer; SAIA auctioneer registration (proof required).
• Detailed delivery plan, Project Manager CV, and key personnel CVs.
• Must submit CSD number, SARS tax clearance PIN, company profile, certified B-BBEE certificate or sworn affidavit, municipal rates/lease proof, MBD forms signed, and all returnable schedules.
• Compliance with POPIA addendum (data handling, security, notification, and destruction requirements).
• Bid validity: bids held for 90 days; submission subject to SCM policy; submission not via email/fax.
