Requirements

• Evaluation includes Stage 1 functionality (minimum 70), followed by price and specific goals (80/20 or 90/10 depending on value), with SAIA registration and project/lead personnel details assessed.
• Specific goals include HDI equity, youth, women, disability, and rural enterprise credentials; local content and supplier ethics compliance reflected in MBD 6.x.
