Overview

Appointment of a panel of six service providers for the rehabilitation and upgrading of gravel roads, bridges and all stormwater related works for a period of 36 months. Suitable bidders are contractors with CIDB grading of 5CE or higher (and 4CE or higher for joint ventures), who are VAT-registered, have CIDB and SARS tax clearance, and can provide EPWP labour-intensive delivery.

Requirements

• CIDB registration with a grading designation of 5CE or higher (and 4CE or higher for any joint venture, with active status). JV must provide consolidated CIDB grading.
• Valid SARS tax PIN and tax clearance; VAT registration and proof of good standing.
• Proof of CIDB registration and a Company Profile; if JV, include JV agreement and proof of consolidated CIDB for the JV.
• Returnable documents completed (including Schedule of Quantities, Form of Offer and Acceptance, and all other forms listed in T2.2); attach relevant pages and ensure consistency.
• Proof of municipal rates, Central Supplier Database (CSD) registration or number; ensure compliance with local supplier management rules.
• Compulsory enterprise questionnaire; details for JV/consortium if applicable; schedule of plant/equipment and key personnel with CVs.
• Health and safety compliance: OHSA/Construction Regulations, on-site Health and Safety Plan, and safety qualifications for personnel.
• Declarations on POPIA obligations and data protection addendum.
• Preferential procurement: 80 points for price, 20 points for Mhlontlo-specific goals (MFMA); minimum 70% for functionality to progress.
• Tender validity: 90 days from closing.
