Overview

Provision of security services for Tsolo sites for a contract of one year (12 months). Open tender issued by Kumkani Mhlontlo Local Municipality for multi-site security coverage (e.g., Tsolo Pound, Offices, Junction Hall, Cemetery, Library, Stadium, Waste Transfer Station, Bele Zingcuka library and other sites). Eligible bidders should have PSIRA registration, Grade C security personnel, firearms competency where required, and capabilities in VIP protection, crowd control and incident/risk management. The bid includes a 24-hour shift system and strict Firearms Control Act compliance. Briefing is compulsory. Evaluation combines functionality and price with an SDG/Specific Goals component and HDI/youth/women/disability/rural-ent reprioritization. Bidders must submit comprehensive compliance documents (B-BBEE, COID, PSIRA, CSD, SARS PIN, etc.). All bids must be deposited in the municipality’s tender box.

Requirements

• PSIRA registration with valid public liability/insurance
• Compliance with Firearms Control Act; provide competency certificates/licenses as applicable
• Deployment plan: approx. 44 security officers across 10 sites; officers at Grade C
• 24-hour shift coverage; incident reporting and monthly security reports; control room facility
• VIP protection, crowd/strike management as needed; robust incident response capability
• Compliance with Access Control to Premises/MPSS; gun-free-zone policy on premises
• Required registrations/documents: CSD, SARS PIN, COID; B-BBEE certificate (SANAS or sworn affidavit); PSIRA proof; annual financials; JV documents if applicable
• Evaluation: 80/20 (price/SDG) with possible 90/10 weighting; points for Specific Goals (HDI, Youth, Women, Disability, Rural Enterprise)
